Pay once push 3 times and get 3 pops

So our Fire Dept has a Vendo 407. If you pay for a soda once you can then push the selector button after it dispense and it it will dispense again with out paying again. You can do this 3 times and it will then stop. I have tried this http://www.vend-resource.com/forum-topic/vendo-480-keeps-vending. Could it be the Vend relay. I have replaced a couple of the vend motors so apparently I am now the vending machine repair man now. Any Ideas?
