National 430 Wont Rotate/Gets Stuck

Hi, I'm the proud new owner of a National 430. While cleaning and inspecting the machine I've found that it doesn't rotate fully. It will get to one spot (or roughly 10 degree area) and act as if it hit a wall. It will still rotate the other way. I've done some light investigation, but haven't done a full break down yet. I wanted to know has anyone encountered this before? And what should I be looking for?
